I can only agree with F71. I experienced something similar after rain. Not only is it greasy, the mud gets caught between the mudguard and the tire and brakes like a concrete block. Constantly scraping away the mud is necessary, otherwise you won't get anywhere.
However, I experienced my brief evasion onto the street as dangerous.
