The park was established in 1961 on the Vistula River, along Gwiaździsta Street. The park was designed by Karol Kozłowski and Elżbieta Jankowska. The residents of Warsaw worked on the park as a voluntary effort.
The central element of the park is the Vistula's oxbow lake - Łacha Potocka, called the "channel" by local residents. Around it, pedestrian paths have been marked out, benches have been placed and bicycle paths have been created. Near the "channel" there is also a small pavilion with a catering point, as well as a playground for children. At the southern end of the park is the neon "Światłotrysk" designed by Maurycy Gomulicki, unveiled in 2009.
