The Phoenix Monument stands on Chesterfield Avenue, forming a roundabout with Acres Road and North Road. To the southwest is the Papal Cross, and to the northeast is the official residence of the President of Ireland, Áras an Uachtaráin.

The Phoenix Monument itself consists of a Corinthian column, crowned by a phoenix rising from the ashes. This column gives the park its name. Erected by the 4th Earl of Chesterfield in 1747, it forms the centerpiece of the park.
