Colonel Dragoslav Sobotka, civil engineer and specialist in the construction of military installations, planned the "Objekat Klek" within the Licka Plješevica mountain range, which today lies on the border between Croatia and Bosnia and Herzegovina. Construction work began in mid-1959, initially with the construction of the runways and the excavation of the tunnels and galleries within the central massif of Plješevica.
