Apparently a former cattle tunnel. I've only ever seen one like this in Scotland.
And yes:
The tunnel is as low as it looks.
However, I'm not exactly short and my trekking bike isn't low either, so you can definitely get through :-)

a very small tunnel that connects the hiking path and the street that runs parallel to the rails, it‘s certainly a delight for smaller persons!
