The two-story, clinker-clad, historicist building, with two side gable projections and a striking corner turret with an octagonal bell dome and lantern, is a dominant urban feature. It was built in the last quarter of the 19th century. It housed the Ratskeller (town hall cellar) adjacent to the Gothic town hall, as well as a drugstore. The building was converted and renovated into the city's administrative building, Building 3, in 2019 as part of urban development funding. Since 2006, a relief by Gisela Krüger on the building commemorates the last witch trial in Grimmen in 1697, against Anna Maria Kröger, who was burned at the stake.
