As part of the preparations for war, the construction of a transit camp (Dulag) in the north-eastern part of Görlitz-Ost began in August 1939. Görlitz in the province of Silesia, on both sides of the Lusatian Neisse, was a city of around 95,000 inhabitants and met the relevant conditions. A Wehrmacht garrison was stationed in the eastern part of the city; Görlitz belonged to the VIII Military District with command in Breslau. The Stalag built in Görlitz-Ost was therefore called Stalag VIII with the letter A appended, as it was the first camp of this type built in this area.
