I cycled from Montenegro to Albania at the beginning of November. It was no problem. I simply had to lift my bike onto a concrete wall about 50 cm high, and then I was able to continue. The road in Albania is currently under construction, but it's easily navigable.

Update July 24, 2025: Roadworks are continuing, and now it's no longer necessary to push your bike since a gravel bike is easily accessible (the mountain of rocks in the photo has been removed). Anyone who can push their bike up a 300m-long scree hill can clear this barrier (as of May 17, 2025). After that (towards Albania), a dirt road construction site begins, which is easy to ride on in dry weather. After about 2km, you reach asphalt again, and you've gained a truly special experience.

This route is possible for bike Packers with a lot of luggage, I managed it solo with 5 pannier bags weighing a total of 30ish Kg. It requires you to take the bags off, carry the bike and bags separately across a section that would require a small bridge. The ground material is exceptionally rocky with reasonable risk of puncture but it's manageable if you're very careful. Despite this, I wouldn't recommend taking this route if you're planning to carry on east/south through and out of Albania. This has only caused me problems and I've decided to retrace my steps and cycle up to Sukobin to do this properly
