The two-story, clinker-clad, historicist building, with two side gable projections and a striking corner turret with an octagonal bell dome and lantern, is a dominant urban feature. It was built in the last quarter of the 19th century. It housed the Ratskeller (town hall cellar) adjacent to the Gothic town hall, as well as a drugstore. The building was converted and renovated into the city's administrative building, Building 3, in 2019 as part of urban development funding. It houses the building, registration, and regulatory departments. Since 2006, a relief by Gisela Krüger on the building commemorates the last witch trial in Grimmen in 1697, against Anna Maria Kröger, who was burned at the stake.
