The town hall was built from 1896 to 1898 by master builder Fritz Emil Knipping. The architect responsible for the design is unknown, but it is presumed to have been Max Hasak. This is partly due to the fact that the archive was completely destroyed in World War II. The construction was necessary due to the municipality's desire to obtain city rights. The mosaic featuring the Brandenburg eagle is a reminder that Lichtenberg was only recently incorporated into the city of Berlin. In the entrance area, painted medallions depict the civic virtues (allegories of unity and justice) and the city's economic foundations (symbolic representations of trade, commerce, agriculture, and transport).
