Completely paved (except for the last 5 meters on the Croatian side). You can ride up here in peace and quiet, without the traffic jams at the border crossing, if you accept the 20 meters of elevation gain. At the top left (200-400 meters) there's a gas station and a shop for provisions. Also suitable for road bikes! I've ridden this section four times so far and I certainly won't ride on the regular road again (unless there's no tourist traffic).
